Wells 5 & 8 Treatment Plant Project

Site preparation has begun for the construction of a new 1.44 million gallons/day water treatment plant for the removal of iron, manganese, and PFAS from Wells 5 & 8 located off Training Field Road.

Funding for construction of the treatment plant (and all related costs including but not limited to design, engineering, permitting, testing, Owner’s Project Manager fees, etc.) was approved by the voters of 2023 Annual Town Meeting under Article 26 at $19,800,000.

Construction of the treatment plant, which will consist of a 7,000 sq. ft. masonry building containing filtration equipment, process piping, and chemical feed systems, was put out to bid to general and subcontractors in late winter 2024 at an estimated cost of $16,640,000. The selected general contractor is Winston Building with a submission at $15,862,889. Winston Builders previously contracted with the Town for the construction of the water treatment plant for iron and manganese removal located off Morton Road in South Chatham which services Well 6,7 & 9. Tighe & Bond will serve as the Town’s Owner’s Project Manager on the project.

While the Tree Protection Bylaw passed by 2024 Annual Town Meeting voters has not been approved by the Legislature yet, and according to Town Clerk Julie Smith, if approved, would take effect on the day the Legislature approves it, the Town and contractor minimized the removal of trees to the extent possible on the site and will explore replanting native species in areas of the site that won’t interfere with the operation or maintenance of the plant once construction is complete.

Updates on construction progress will be included in Public Works Director Rob Faley’s regular monthly Drinking Water and Testing updates to the Select Board and will be included in the Town Manager’s Monthly Reports.

Volunteer Park Playground Open

Town Manager Jill Goldsmith acknowledged the Chatham Department of Community Services and our Parks & Recreation Commission for their continued support and dedication to enhancing Chatham’s recreational facilities in prepared comments for the ribbon cutting for the Volunteer Park playground on Monday, July 1st.

Town Manager Goldsmith noted recreation projects such as the playground, the new pickleball courts and the multi-use path on George Ryder Road are made possible by Community Preservation Act (CPA) funds. For the playground at Volunteer Park, $300,000 was appropriated in CPA funds by the voters at the 2022 Annual Town Meeting and an additional appropriation via a fund transfer of $60,000 for the new ADA compliant path to the playground was approved at the 2023 Special Town Meeting in September. The support by Town Meeting voters exemplifies our commitment to enhancing our community for everyone to enjoy.

Town Manager Goldsmith thanked the Community Preservation Committee for its support of this project, and to all community members for their patience during construction. Appreciation was also extended to the Town’s construction partner, M.E. O’Brien and Sons.

The Mainsheet

The name of our e-newsletter was selected from submissions by our community.
In nautical terms a mainsheet is the line connected to the boom which allows a sailor to control the speed of a boat. We think that is fitting for an e-newsletter that can be used to quickly send out important information to our community or at a more leisurely rate for less pressing matters. It reflects Chatham’s maritime history, is reminiscent of the front page of a newspaper, and it is a fun play on Main Street, where you go to be part of all that is happening in Town!
